Legislation Workshop on the WSH (Scaffolds) Regulations

Synopsis

Fatalities while working at heights, specifically due to falling from height (FFH), have been the top contributors of workplace fatalities and have accounted for more than one-third of all workplace fatalities over the last five years.  In fact, many of these FFH accidents were scaffold-related.  These accidents can be prevented by complying with the requirements of the WSH (Scaffolds) Regulations and applying effectively the relevant safe work procedures on site.  To do that, it is important to understand the provisions in the WSH (Scaffolds) Regulations, their intents and applications. This workshop on the WSH (Scaffolds) Regulations, will be led by Mr Lee Kah Bee, an ex-MOM officer who oversaw the review and drafting of WSH legislation, including these Regulations.  He will go through the statutory requirements under the said Regulations.  He will also share some common safety lapses uncovered by MOM inspectors during their routine inspections as well as during special operations.  Some common misconceptions and key court decisions will also be discussed.  Participants will also be doing case studies based on past accident cases.

Trainer Profile

Mr Lee Kah Bee is a workplace safety and health (WSH) Freelance Consultant and Trainer.  He has extensive experiences in WSH. Mr Lee Kah Bee retired from the Civil Service in 2014, after serving 34 years in the Occupational Safety and Health Division, Ministry of Manpower (MOM).  While working in MOM, he had held positions of a Factory Inspector, Investigating Officer, Policy Analyst, Prosecutor and Assistant Director (Legislation).  His last position in MOM was Assistant Director (Legislation) requiring him to review and formulate WSH policies and legislation.  He was also involved in overseeing the formulation, drafting and the gazette of all WSH legislation in Singapore.
